80GRC018F0071 / NNC14CA02C - THE PLANT WATER MANAGEMENT (PWM) EFFORT IS THE FIRST EXPERIMENT OF A PLANNED FOLLOW-ON PROGRAM TO INVESTIGATE TWO PHASE FLUID FLOWS TO SUPPORT PLANT LIFE IN SPACE. THE PWM SCOPE FOR THIS DELIVERY ORDER IS INTENDED TO DESIGN AND FABRICATE A SINGLE-PLANT ARRAY WATER DELIVERY METHOD EXPERIMENT FOR THE INTERNATIONAL SPACE STATION (ISS) MAINTENANCE WORK AREA (MWA). THE PWM EXPERIMENT INTENDS TO DELIVER A RAPID-MANUFACTURED PAYLOAD CONTAINING MULTIPLE FLUID DELIVERY METHOD TECHNIQUES. THE TECHNIQUES ARE INTENDED TO PROVIDE MICROGRAVITY FLUIDS DATA TO INFORM THE DEVELOPMENT OF LONG-TERM PLANT HABITATS IN SPACE. THE COMPARISON OF DIFFERENT FLUID DELIVERY AND RECOVERY METHODS IS A COMPONENT OF AN INTEGRATED LIFE-SCIENCES/PHYSICAL SCIENCES RESEARCH EFFORT INTO FARMING IN SPACE ENVIRONMENTS. THIS PARTICULAR EXPERIMENT IS PLANNED TO HELP ANSWER THE QUESTION 'HOW CAN THE DELIVERY OF NUTRIENT RICH WATER AND OXYGEN TO THE ROOT ZONES OF PLANTS BE CONTROLLED IN MICROGRAVITY?' FROM PROJECT SPECIFIC DOCUMENTATION #4. SUCCESSFUL COMPLETION OF THE PWM EXPERIMENT IS EXPECTED TO LEAD TO THE DEVELOPMENT OF A LONG-TERM EFFORT TO ENABLE PLANT GROWTH IN MULTIPLE GRAVITY ENVIRONMENTS. THIS IS IN SUPPORT OF LONG TERM SPACE HABITATS AS DETAILED IN NASA'S TECHNOLOGY ROADMAP AND THE MOST RECENT SCIENCE DECADAL SURVEY.

THE RL10 ENGINE IS RENOWNED IN THE HISTORY OF LIQUID ROCKET PROPULSION WITH VERSIONS POWERING LAUNCH VEHICLES FOR OVER 60 YEARS. WHILE CERTAIN ASPECTS AND TECHNOLOGIES USED IN THE RL10 CLASS ENGINES HAVE BEEN UPDATED, MANY OF THE PARTS ARE STILL HANDMADE WHICH SIGNIFICANTLY INCREASES THE PRODUCTION TIME AND COST OF THE FINISHED ENGINE BUILD. THE RL10 CLASS OF ENGINES IS CURRENTLY BASELINED FOR USAF AND NASA RELATED EXPENDABLE LAUNCH VEHICLES THROUGH 2030. WITH CURRENT FISCAL CHALLENGES FOR OUR COUNTRY, IT IS IMPERATIVE THAT THE RL10 PRODUCTION UNIT PRICE BE REDUCED. ONE OF THE BIGGEST CONTRIBUTORS TO ITS COST IS THE LARGE NUMBER OF TOUCH LABOR HOURS NECESSARY TO PRODUCE THIS ENGINE. THE PURPOSE OF THIS TASK IS TO INVESTIGATE THE APPLICABILITY OF AN ADVANCED MANUFACTURING METHOD REFERRED TO AS ADDITIVE MANUFACTURING TO REDUCE COMPONENT FABRICATION TIME, COST AND POTENTIALLY ENABLE PERFORMANCE IMPROVEMENTS. THE CONTRACTOR SHALL PERFORM TRADE STUDIES AND, IN CONJUNCTION WITH THE GOVERNMENT, SELECT HIGH PAYBACK PARTS OF THE RL10 ENGINE TO BE MANUFACTURED BY ADDITIVE MANUFACTURING PROCESS AND EXECUTE AN ENGINEERING AND VERIFICATION EFFORT TO CERTIFY THE SELECTED COMPONENTS ARE READY FOR PRODUCTION TRANSITION.
